SUBJECT: Course Roster(s)
The Bureau of Fire Services would like to officially share a change in required course paperwork for all courses registered in the SMOKE system, regardless if the course is funded or unfunded with fireworks training funds. This change comes after a closing conference with the Office of the Auditor General that now requires the Bureau of Fire Services to collect course rosters for every class (funded or unfunded) in the SMOKE system each time the course meets. This change applies to all courses that started on or after October 1, 2017.
Example: A 16-hour Incident Safety Officer course meets on Saturday, February 3, 2018 and Sunday, February 4, 2018, from 8:00 am to 5:00 pm both days. The instructor(s) must provide the students a separate student roster to sign each day. At the end of the course, the course manager will submit two (2) rosters (one (1) for Saturday and one (1) for Sunday) to the Bureau of Fire Services along with the final course paperwork.
Course Roster Requirements:
1. A student roster must be completed every time a course meets for a lecture or practical session until the course is complete.
2. All student rosters must be signed by the instructor that taught each course session. The instructor must print their name after their signature.
3. All student rosters for each course session must be sent with the final course paperwork to the Bureau of Fire Services to close out each course.
4. All student rosters and final course paperwork must be submitted to the Bureau of Fire Services within 30 days of the end of the each course.
5. Student roster(s) and final course paperwork may be mailed to the Bureau of Fire Services, Attn: Fire Fighter Training Division – Exams, 3101 Technology Blvd., Suite H Lansing, MI 48910 or emailed to LARA-BFS-SMOKE@michigan.gov email box.
6. If you send student roster(s) and final course paperwork via email, please include the course number in the subject line of the email. (Example: 2017-1-49-A15D-0015 Course Rosters, Final Paperwork.)

New Forms for Instructors

 

Ladies and Gentlemen,

 

Based on requirements of an internal audit all Michigan Fire Service Instructors must maintain a current Memorandum of Understanding with LARA/BFS. I have attached the MOU as well as an instruction sheet for your use.

 

Instructors who do not return the MOU by March 15, 2017 will have their Instructor/Course Manager role end-dated in the SMOKE system. This will result in the inability to schedule courses or be assigned to a course on the course finalization (BFS-250).

The FY’17 HMEP funds have been added to the SMOKE program. You may use the HMEP funds for ICS: Resource Mgt (L13B), Hazardous Materials Operations (F12D), as well as, the Fire Fighter I and Fire fighter I & II (A23D and A25D) as there is now an hazmat exam component.

Please be advised that the Bureau of Fire Services (BFS) and the Fire Fighters Training Council have promulgated new rules titled Fire Fighters Training Council General Rules. These rules amend Public Act 291 of 1966. A copy of the rules is available online at www.michigan.gov/bfs under BFS Latest News.
This rule set was filed with the Office of the Great Seal on December 20, 2016 and is effective immediately.

Officer Certificates

 

 

Please review and distribute the attachments as widely as possible.

 

The System Maintenance of Knowledge and Education (SMOKE) has been updated to allow for the generation of Michigan Fire Fighter Training Council (MFFTC) approved certificates of completion for the Company Officer I & II and Fire Officer III co-requisite courses. The intent of the MFFTC was to create certificates demonstrating the recipient’s completion of the entire course of study for each of the MFFTC’s officer curricula.

 

A fire officer application has been developed and can be requested from the region supervisors. Additionally, the application will be attached to the outgoing message containing this memorandum to aid in dissemination.

 

Copies of certificates with the application will be required if the course and certificate is not listed in your training profile in SMOKE.  National Fire Academy (NFA) certificates are the only equivalency to the MFFTC certificates that will be accepted.  After review of the application and a determination of the completion of the requirements, the appropriate course ID will be added to the training profile with the option to print the certificate.

The new exams will break down like this:

Fire Fighter I                      100 questions of Fire Fighter I content, 50 questions of Hazmat content

 

Fire Fighter II                     50 questions of Fire Fighter II content

Fire Fighter I & II               100 questions of Fire Fighter I content, 50 questions of Fire Fighter II content, 50 questions of Hazmat content

 

Hazmat Ops                       50 questions of Hazmat content

The new certificates will indicate if there is the Hazmat Ops

component.

i.e. “Fire Fighter I / Hazmat Ops”

 

There is no change to the practical skills exam at this time.

 

ADA Accommodation Requests can still be granted for the Fire

Fighter portion of the exam.

The reader must leave the room for the HazMat Ops portion (Last 50

questions) of the exam.
